Governor appoints new magistrate
FRANKFORT – After a year and a half without a full fiscal court, Governor Matt Bevin filled the vacancy on the Magoffin County Fiscal Court last week.
On Thursday, July 26, Bevin filed the order appointing Darrel Ray Howard to fill the vacancy of the District 1 magistrate position, Holly Houillion with the Governor’s Office told the Independent on Friday.
Howard is currently the Republican nominee for Magistrate District 1, set to go up against Democrat Harlen “Sarge” Rowe in November.
The vacancy refers to the unexpired term, originally held by Gary “Rooster” Risner, who was found guilty in August 2016 by a federal jury on charges relating to conspiracy to commit vote-buying in the 2014 elections. In June a three-judge panel with the Sixth Circuit of the United States Court of Appeals affirmed the 2016 conviction, making the vacancy official.
With this being an election year, the unexpired term will run through the end of the year, when the next round of county elected officials will be sworn in.
